Title: LB1003: Bilingual Organizational Consultant - New Position/No Incumbent

Mandatory Requirements:
a) Bilingual Certification from a recognized language institution with Level CBC (as determined by Federal Gov't standards)
b) Minimum of a University Bachelor Degree
c) Minimum of 10 years experience in an Human Resource environment
d) At least 5 years experience with Federal Government
e) A recognized Human Resource Designation
f) At least 5 years experience in each of of: facilitation, conflict resolution, change management, strategic communication, team building and employee relations.
Description of Services:
The functions/activities/timelines are defined as follows:
• Complete analysis of work environment issues within the Directorates (as gathered from discussions with management, individual employees, focus groups, employee representative group, human resources and considering the results of the Employee Engagement survey. Mid April 2010
• Complete a report of the environmental assessment and identify key issues. End of May 2010
• Complete recommendations and rationale for improvement of work climate, including team building, communication, training, and other tools for management and employees. Mid October 2010
• In collaboration with management, prepare and complete preliminary implementation plan. End of October, 2010
• Presentation of report to all stakeholders. End October 2010
